Whose money is it anyway

The Indian government finally decided to merge Indian (formerly IA) and Air India as Air India. Then the airlines unveiled a new logo. It is a nice logo. This merger has been talked about for atleast 2 years. After the talk of merger started the Indian Airlines decided to rename itself as Indian, came up with new logo. They also started painting the airplanes with new logo, which wasn't too good.
But the question is why this exercise when it was known that there was a real possibility of merger. how much money was spent (rather wasted) for branding when it was known it wouldn't last. How much many would be spent on coming up with new logo, printing, new uniforms, painting the aero planes, only to be redone all over again. Why waste so much when it is making losses. Does nobody care for this wastage. Nobody in government would bother because the beneficiaries of this exercise would be known too well to the minister and officials.
It is all public money enjoyed by organization close govt and officials.
We used to say Whose father's house knot goes (literal translation of Kannada saying yar appana mane gantu oithu). But solutions I have no idea.
